Parish Council meeting was held on
Thursday 20th November 2025 at 8 p.m. in the Parish Hall
1. MEMBERS PRESENT
Mr Hall (Chairman), Mr D. Berry, Mr J. Grant, Mr. P. Lake, Mr. M. Lake, Ms R. Wibberley, Cllr P. Colthorpe (District Councillor), Cllr S. Keable (County Councillor)
2. APOLOGIES FOR ABSENCE
Mrs J. Mitchell, (recovery from operation)
3. NON-ATTENDANCE
Mr G. Kingdom
4. MINUTES OF PREVIOUS
The minutes of the meeting held on 16th October 2025 had already been circulated prior to the meeting.
Proposal: Agreement to the content of the minutes was proposed by Mr Berry and seconded by Mr. P Lake and the meeting unanimously agreed. The minutes were signed by the chairman.
5. DECLARATION OF INTEREST
None
6. MATTERS ARISING
None
7. PLANNING APPLICATION (25/01320/HOUSE) – Erection of single extension and double garage and store at The Old Barn, Pennymoor.
A short discussion took place.
Proposal: Mr Grant proposed and Mr Lake seconded agreement to this application and the meeting unanimously agreed.
8. PRECEPT 2026-27
The clerk reported that she had received a request from Mid Devon DC for the amount of precept needed for 2026-27. The clerk handed out budget details. A discussion took place as to how much money will be needed for 2026-7.
Proposal: Mr P lake proposed and Mr Berry seconded a precept amount of £6300 and the meeting unanimously agreed.
9. PARISH HALL WIFI
The clerk reported that the parish hall has had WIFI installed at a cost of £749 plus £39.00 per month.
Lengthy discussion took place as to how much the parish council could donate towards these costs.
The clerk was asked to contact Paul Steele (Hall chairman) and offer £250 towards the installation costs rather than an ongoing donation to the monthly amount.
10. HIGHWAYS
It was reported that there are several potholes between Greenland Head and Fork Farm.
11. CLLR STEVE KEABLE REPORT
The report for November 2025 had been received and would be added to the minutes.
12. CLLR POLLY COLTHORPE REPORT
Cllr Colthorpe gave the following report:
• The discussion concerning local government reorganisation was still ongoing
• Details about S106 payments have been published by MDDC which the clerk would circulate to the meeting in due course.
